我太不了解你说的具体是哪条消息，我的意思是，大体上，技术上不符合标准的选票是可能被作废的，就像考试填机考的答题卡那种，学生填错空了，然后不及格，也没法跟老师争辩ta真实的想法是可以及格的。情况不同，但是道理相似，选民有责任对自己的选票是否填写正确负责。因为填涂疏忽，导致机器误读之类的，这种进入统计就不会有二次机会改正的，不然选举结果公正完全没法保证。
说precinct，是一个county里面分的片区，具体怎么分的我也没研究，但是很有能离家最近的投票点，不是应该去投票的地点。因为，州议会代表是按选票区来分配名额的，所以选民住哪个区，投哪个投票点都是很关键的。举一个夸张点的例子，就像加州的人跑来南方投，就会破坏了这种代表必须是本地居民选举的制度。所以在投票点，投票选区的疏忽失误上，即使有人不服，法院也通常严格解读，几乎是不会给这种错投票恢复有效的余地。这个跟党派之争无关。
德州是选举法里故事超多的州，总有选举案件上告法院。我感觉的主要原因是当地西裔人口增长速度惊人，又很集中分布，选区划分总出各种蛾子，这十来年好像就没消停过。
