是的,大致是这样的,但还是会考虑中国申请者的需求而分一些名额。 所以eb2, eb3 大陆出生的还是10月前进了一些,也比印度人排期更靠前一些。EB1 中印就是齐头并进。
14万总额的全球职业移民,7%的国别cap. 今年因为疫情,海外CP停了,这样中印以外的国家名额用不完,中印就有这些国家的更多余额吃了,以前每年也能吃到不少,所以中印每年都超过7%的额度。而印度人10多年的7倍华人H1B名额,这些人绝大多数应该想留在美国,于是僧多粥少,排期久。依照惯例,140 PD在前的先吃spill over而没有国别名额限制,移民局还是会考虑中国的申请者,会匀一些给中国,不完全给排期更久的印度人。此前的帖子更正一下:是印度EB3 前进5年多,而eb2 可以降级到eb3。反过来不行。

恐怕让你部分失望,10月份的排期,印度人EB3 B表大进(EB2可以降级到EB3),从09年进到15年,而10月份的B表开放。40万左右140批准了的印度大军,估计能解决20万左右人的EAD卡,以后用EAD卡工作。这部分人不用H1B了。但此方案确实会堵住此后很大一部分印度国内学生走H1B进入。对中国学生,少部分不利,大部分学生我认为是利好。

办签证太麻烦,能外包的都会外包而不是雇美国人。我们组中等城市一个senior analyst, 给办了H1-B 然后办绿卡,律师说9万的工资不够,要给加薪到10万多好像,我们肯定给加了因为知道她办绿卡不容易。但其实那个办公室组里其他的美国人3年经验的还没10万呢。反正这两年H1-B 和绿卡都麻烦,我们大老板已经放话要加强外包,美国本地的职位一再压缩了。

苦了卖房子,火坑博士攒钱多年,转专业读cs master的筒子们了。
原来(奥巴马)马桶掌权的时候,是差满多的专业都可以申请IT的h1。后来川普上来,只能是有cs学位的才可以申请了。ee的干IT工,H1审批都只能看高中白大妈黑大妈心情。前两年,me,math,material,phy的stem转码的路子被堵死,一般筒子们哭死。
现在即使cs科班的筒子在东西海岸,lvl1没有个12+万,h1都下不来了。
川普真是我们us person的贴心人啊。办事总是大喜过望,把我们绿卡的f2a弄成了current。h1再赶走一大半。我们的cs岗位更安全了,准备找老板要求加薪去。

小公司,小 university 要么付高工资请 H1b, 要么降低要求找本地人。。。。。大多数大概只能降低要求了。
这只是H1B新增的。 事实上还有很多非营利的H1b, H1b续签和transfer的。

其实职业移民一个也没少,只要H1B还抽签,绿卡还排队,那职业移民的名额就每年都用光,一个也不少。区别只是在于某些人变容易了,某些人变难了。
以前绝大多数H1B都被外包公司抢跑了,现在外包公司的通过率跌倒了60%,正经公司像Google,Amazon什么的,通过率基本都在98%以上。2017年抽签,印度人断崖式下跌。中国人抽中的数量这几年其实是稳步上升的。
