还真有。不一定要优秀，只要招不到符合条件的美国人就不得不招外国人啊。我们公司老总很小气，本来不愿意花钱给员工办H1B，所以他要求HR只招不要求sponsorship的；结果HR说“it's mission impossible. For the job requirements and the amount you pay, we have to recruit international”，所以尽管老总心疼钱，还是不得不招H1B。这是HR亲口给我八卦的。对了，我们公司同等职位，H1B的工资还比美国人稍微高一点，因为办身份有薪水要求:)

是的，大致是这样的，但还是会考虑中国申请者的需求而分一些名额。 所以eb2, eb3 大陆出生的还是10月前进了一些，也比印度人排期更靠前一些。EB1 中印就是齐头并进。
１４万总额的全球职业移民，７％的国别cap. 今年因为疫情，海外CP停了，这样中印以外的国家名额用不完，中印就有这些国家的更多余额吃了，以前每年也能吃到不少，所以中印每年都超过7%的额度。而印度人10多年的7倍华人H1B名额，这些人绝大多数应该想留在美国，于是僧多粥少，排期久。依照惯例，140 PD在前的先吃spill over而没有国别名额限制，移民局还是会考虑中国的申请者，会匀一些给中国，不完全给排期更久的印度人。此前的帖子更正一下：是印度EB3 前进5年多，而eb2 可以降级到eb3。反过来不行。

恐怕让你部分失望，１０月份的排期，印度人EB3 Ｂ表大进（EB2可以降级到EB3），从０９年进到１５年，而１０月份的Ｂ表开放。４０万左右１４０批准了的印度大军，估计能解决２０万左右人的ＥＡＤ卡，以后用ＥＡＤ卡工作。这部分人不用H1B了。但此方案确实会堵住此后很大一部分印度国内学生走Ｈ１Ｂ进入。对中国学生，少部分不利，大部分学生我认为是利好。

办签证太麻烦，能外包的都会外包而不是雇美国人。我们组中等城市一个senior analyst, 给办了H1-B 然后办绿卡，律师说9万的工资不够，要给加薪到10万多好像，我们肯定给加了因为知道她办绿卡不容易。但其实那个办公室组里其他的美国人3年经验的还没10万呢。反正这两年H1-B 和绿卡都麻烦，我们大老板已经放话要加强外包，美国本地的职位一再压缩了。

苦了卖房子，火坑博士攒钱多年，转专业读cs master的筒子们了。
原来（奥巴马）马桶掌权的时候，是差满多的专业都可以申请IT的h1。后来川普上来，只能是有cs学位的才可以申请了。ee的干IT工，H1审批都只能看高中白大妈黑大妈心情。前两年，me，math，material，phy的stem转码的路子被堵死，一般筒子们哭死。
现在即使cs科班的筒子在东西海岸，lvl1没有个12+万，h1都下不来了。

小公司，小 university 要么付高工资请 H1b， 要么降低要求找本地人。。。。。大多数大概只能降低要求了。

其实职业移民一个也没少，只要H1B还抽签，绿卡还排队，那职业移民的名额就每年都用光，一个也不少。区别只是在于某些人变容易了，某些人变难了。
以前绝大多数H1B都被外包公司抢跑了，现在外包公司的通过率跌倒了60%，正经公司像Google，Amazon什么的，通过率基本都在98%以上。2017年抽签，印度人断崖式下跌。中国人抽中的数量这几年其实是稳步上升的。
