In history, Dems and GOP have similar foreign policy. Policy differences between them are domestic. Trump is a business man. What he wants from China is a good trade deal. Trump became weaker during the pandemic, the deep state got a chance to challenge China. Compare to Trump, Biden will be more tough when he deals with China. Let's see.

美国白宫美东时间10日证实，国务卿布林肯（Antony Blinken）、国家安全顾问苏利文（Jake Sullivan）将在3月18日与中国外交部长王毅、中共中央外事工作委员会办公室主任杨洁篪会面。对此，总体经济学家吴嘉隆今（11）日表示，美中关係处在一种停滞的状态，表面上双方还有外交关係，但是实际上已经没有具体的交往内容。何况，美国现在在北京也没有大使，而是降级为临时代办，没有断交，但是却越来越像是有断交的感觉。
吴嘉隆表示，美中要进行的会晤，简单讲是拜登这边不好示弱，也不好强硬，所以乾脆来一个「会而不谈，谈而未果」，就是说形式上双方是有会谈，但是没有实质进展。从效果上来看也就是「拖时间」的局面，问题是，比较急的是习近平这边，希望在关税和科技禁运方面，拜登政府能高抬贵手，解除川普政府的某些限制。
吴嘉隆认为，这主要是中国经济承受重大压力，习近平不好明说，但其实这才是他心中最大的隐忧。如果经济继续下行，表面上那些看起来美好的数据其实也没什麽意义，大家会认为中国的经济数据有太多水分了。 在拜登这边，如果对中国太宽鬆，别人就会怀疑果然拜登是中共的傀儡，或是怀疑拜登果然有拿中共的好处，这样拜登很难做事，所以不能示弱。但是如果对中国太强硬，恐怕对拜登自己也不好，因为拜登跟他儿子可能还有一些黑材料在中共的手裡 。在这种情况下，拜登政府的做法就是摆摆姿态，在行动上搞模糊 。
吴嘉隆指出，如果真是这样，那麽美中关係就是处在一种停滞的状态，表面上双方还有外交关係，但是实际上已经没有具体的交往内容。何况，美国现在在北京也没有大使，而是降级为临时代办，没有断交，但是却越来越像是有断交的感觉。拜登在等习近平自己让步，因为拜登等于在发信号：「你现在不把让步做给我，来跟我谈成，难道你要等川普的强硬路线将来捲土重来吗？」
