再说一句，文章最重要的意思是道德问题和compliance issue应该通过行政惩罚而不能随意按犯罪行为起诉。按犯罪起诉需要谨慎。可惜你就故意看不到这点或者根本没读或者英语太差。。。

有什么问题，先体制内行政处罚，党内开除，免除职务，然后其他事情就可以高高举起轻轻放下了
