I would guess that sometimes a western democratic country could have nobody wanted to be a party leader when the country facing huge problems, economically or politically. Therefore, a not so responsible leader or party would simply pass the forseeable problems, usually, to next leaders of the opposite party, if not of the same party. Expecting good results would come out natutrally. Some emerging countries (like Singapore, Vietnam , China, etc) nowadays do not follow western style democratic systems. 同一天碰巧跟国内人聊习，大意习的政策大多适合中国，中国需要这种领袖。中国没有走俄国的弯路应是中国的幸运。没有俄国资源，人口又比它大十倍原本一穷二白的中国要乱起来是啥样子？难怪中国人也有反美反西方情绪。
西方舆论充斥了丑化华俄的东西。我以前读多了也恨中国有那么多人被“洗闹”并容忍“独裁”。现在明白“国情不同”。俄国有反普的中国有反习的，但没有普没有习我看两个国家也不会照西方意志模式发展，西化或亲西在那边没有市场。

美国建国的宪法基础就是维护小集团利益，所以才搞了个electoral college.
但美国的地理位置实在太好了，资源又多，人口相对也少，其他国家也没法干预，再怎么折腾，也比其他国家好。
