Whe the drain field has problem, the spetic tank can not drain fast enough and it may overflow and clog the sewage line (dirty water flooding inside house).
Depending on size, I think it can cost easily a few thousand to fix it, or close to $10k to replace it. I did caustic treatment of one drain field (close to $2k) but it still caused clog (no flood) in the winter. ($500 same day pumping).
Look up the city sewage connection fee. In my area it is $12k. Digging/piping cost is on top of that.
I don't know. Leak could mix with public rain water sewage.
Public health department may consider the above risk and deem that house uninhabitable. cannnot get insurance, can not rent....
I suggest you talk to city and ask where sewage connection is and ask them to recommmend contractors to estimate the cost of replacing the septic tank or connecting to city sewer.
There may be need to cut down some trees and to remove their roots for tank replacement. $$
