I don't think HOA fees can be separated, but if HOA includes services such as trash removal, parking etc, you can collect fees on those separately. Also I think water charge could be separated.
Some leases bundle in services that Housing Authorities do not consider rental expenses. For example:
Pet fees Lawn care & snow removal Internet Parking spaces Cable Laundry facilities or washer/dryer in apartment Use of sheds or outbuildings Snow removal
Some of our readers were able to speak with their landlords and request to remove these fees from their rent. The fees were not included in the “rent,” but instead noted in the lease as a separate fee, or attached to the lease in an addendum.

lawn care 上面做文章。虽然是townhouse, 前院的花草都是我自己种的。看你的链接，还是要给housing authority 说才是。
比如在lease上写： trash removal $30, water charge $50, parking $20. Landscaping ....
没有做seperate charges. 申请人递交了她的收入(ssi 900多），结果政府减少了给她交的那部分，从1200降到1059， 然后她自己要交2百多，基本凑齐1300.
她今天不知道从哪里被赶出来了，我去街头接她，然后一起到housing authority, 当时等了20来分钟就搞定了。
后天房检。今天先让她免费住进去了。上次的房客把房子弄得很烂，下定决心要找个好房客，结果等了两个月了房子都还没租出去（第一个section 8等了20天后结果不合格）。算了。就当做点善事积德
和房客签一个personal property lease agreement, 包括冰箱，洗衣机等其他。和HA无关,也不必通知HA.
