Call your local police department non-emergency number, ask for a parking enforcement officer. He/she could come to take a look at the situation and explain to you and your neighor whether it deserves a parking ticket or not.
Or take a picture, email it to the police department parking enforcement officer, and let him/her tell you what to do.
Who else knows what is "blocking a driveway" anyway?
我有个双家庭，旁边也是一个双家庭，在一个“cul-de-sac"。我的租客的driveway和邻居的driveway 靠得很近。邻居的driveway 上有个cabin, 只能停一辆车，结果另外一辆车呢，就只能停在driveay 延伸的“cul-de-sac”上，本来也没有什么，但是这个邻居不知道为什么，是想给自己前一辆车腾出进出的位置怎么的，不停在自己driveay 后面的公共区域，而是靠左停，就是把车子停在我们两家的中间的公共区域， 虽然没有完全block了我的租客的driveway ，但是block的一小部分，我的租客要不能直着开进去，很小心弯着车子才可以进出。我知道block driveway 是不允许的，我准备给对方先发个警告信，警告他们一下。但是有几个问题：1. 虽然没有完全block, 但是造成租客的车子进出不方便，要弯着车身才能停进去，算不算法律意义上的block private drive way. 2. 自己放一个No Parking sign 是否有用？3.如果邻居遵守规则最好， 如果不遵守，能否叫拖车公司拖走。拖车公司会来吗？ 4. 叫警察是不是一个好建议。
