It's the drywall tape falling off.  The drywall tape is used to hide the joint between two piece of drywall.  A handy man can scrape it off and retape the joint.  And to save money maybe you can paint the ceiling yourself. 

It's no big project.

正确的做法是贴纸后刷漆。

对的，自己的住房哪里能粘胶水了事的？这种应该cut 掉一块，然后patch and paint.

把松的地方刮掉，然后抹腻子，可能需要抹了干干了抹，然后打磨，上涂料就好了。一个星期可搞定。

很明显， 这是两块ceiling之间的tape脱了。

用铲子铲掉， 抹上腻子， 等干后打平， 然后喷白漆，即可
