请教:房客欠水、垃圾1千多,PM发Email让他缴费,不然提前让他搬走。合同到期前让他走,房东违法吗?请见内。感谢!

过去的欠费1千多,现在每月的水和垃圾也不缴,都是我付水、垃圾费。两月前PM联系他,他一直不回复,昨天PM没有告诉我就发给房客的信:

If you fail to contact our office to establish a payment plan that is agreeable with the owner, we may recommend serving you a 3 day notice to perform rent or quit This means if you fail to pay the entire utility balance within 3 days, the owner may move forward with serving you a formal notice to vacate the property. Please contact me as soon as possible to discuss.

有两个担心:1. 合同前让他搬走违法吗?2、他是水管工,担心他做不好的事?

What does the lease say? 

Does the lease say he has to pay for water and trash?

Does the lease say failure to pay for water and trash is a breach of lease that subject him for eviction?

房客一直不把账单转到自己名下,也不缴费,PM也不管,后来只好我们先付费,PM让他付一部分,现在他又不付费

加州有的地区垃圾帐单只能在房主名下,水帐单可以转房客名下。这个房客也不转水帐单在自己名下

水下水房东脱不了干系。我们这边是房客住进去后可以转到房客

名,但房东也得在户头上,有天房客不付,政府就关水。

最后房客跑路,账单还是房东,但自然可以从押金上扣。

俺州垃圾账单也只能under 房主的名。但水、电费应该在房客入住前或当天搞定啊。有PM还乱作一麻团啊?PM 的责任!

房客不转名PM不管,欠钱PM也不管,我找了PM的boss,PM才去要,可房客两月也不回复

自己管尽心尽责,不要花钱请PM 们了。好像有些房东和租客有麻烦背后都有个PM在捣蛋。

不同州情况不同,总之都是有意为难地主。 加州垃圾只能地主付,这也算了,因为固定,加到租金。 但宾州水费必须业主付,这比较麻烦,
