WASHINGTON—President Donald Trump, already embroiled in a trade battle with China, plans to ratchet commercial tensions higher by barring many Chinese companies from investing in U.S. technology firms, and by blocking additional technology exports to Beijing, said people familiar with administration plans.

In a letter to DeVos this week, 26 members of Congress call on her to require American universities working with Huawei Technologies to turn over information on their joint projects. The lawmakers want DeVos to probe whether any Huawei researchers "including Chinese nationals" are involved in the work at American universities.

Of note, the report also says there is a risk that Beijing would "seek to manipulate or pressure" any of the more than 300,000 Chinese nationals annually attending U.S. universities or working at important American institutions. The White House said those Chinese nationals could become "non-traditional information collectors that serve Beijing's military and strategic ambitions."
