而即使开战后一般也会在达到战略目标后停手。
而专制国家的更多是想通过痛歼敌人达到目的（像老毛），或者通过屠杀平民立威达到逼对方投降或妥协的目的（像南京大屠杀中的日军），这些都更接近非文明社会的行为。
20年来，塔利班被美军摁得死死的，有什么战斗力。美军要撤并不是因为美军与塔利班作战中伤亡惨重，而是觉得呆在阿富汗花钱太多了不划算而已。
