It is unlikely Dream Chaser will be used for military. Air Force already has X-37, and whatever future mission is likely based on X-37.
Based on SNC's analysis, with the nosegear to be a skid, it makes easier to control if wheels blow. It had happened before, during space shuttle orbiter landing, one of the wheels blown. So two different landing gears system, even one failed, the other one will still function.
