After that, I asked again “whether licensed Civil Engineer" could be the one review and stamp the plan? Their answer is yes.
So, if you have a licensed Contractor, or a licenses Civil Engineer to help with the plan, you can put the dry wall. BUT, permit needed and City will have someone to do inspection.
After checking building codes and so on, I think I will only add a dry wall in the living room, using the title as "transfer to study room".
Permit is required from City building hall. (Stamp from licensed contractor or civil engineer is need.) So I will contact HOA first to see how to process.

在下有一个townhouse在尔湾,不与邻居share wall,是3b2.5b的结构。楼下有半个洗手间(无浴室),而且living room结构非常适合改成小卧室的形式。 所以希望可以
(1)在楼下powder room加一个小小的淋浴。(已经咨询过contractor,空间是够的,但是不知道是不是需要向HOA还有city申请permit)
(2)给楼下客厅加一个divider改成一个小房间。(比如加一个dry wall 或者其他形式的divider).
所以在这里请教一下各位大神的意见。请问这样改动会不会有什么风险呢? 有什么办法可以waive permit application呢?如果加淋浴风险很高,我可以放弃,大家公用楼上洗手间也可以。

只是怕邻居举报,或者租客举报,然后讹诈啥的。。。
查了City Building and Safety , 好像这个需要申请permit。不过有一个漏洞可以钻,就是只要不封顶(dry wall与屋顶不连接),就不算做wall, 可以不申请permit. 在想着有什么既合法又省事的操作。
当然,比如用乐高的模块,或者大柜子来当墙,合法合理,但是不好出租。。。。
就很纠结....
The zone is still the same (R zone).
CIty could approve it if it's a SFH. However, mine is a detach condo (or town house) and it's under HOA regulations, which causes a lot of trouble.
Then you end up in jail.
That's why I am trying to make it at least legally. Then if it really got burned (hopefully not), I don't need to end being behind bars.
For example, if I use curtains or shelf to seperate the living room (which is leagal) and release it to my potential tenant, then it's ok.
But anyway, actually I will contact City building hall to at least get an idea.

一个朋友申请了permit。正在把客厅加一个卫生间然后和其他房间隔离开单独进出。打算做成airbnb
能改成楼下一个房间想着真不错。

Will your partition change the means of egress in the building?
Will your bedroom meet the habitable space requirements, minimum footage, natural light and ventilation....
