Does HOA own common area, empty lot etc? You have to transfer those areas to someone otherwise you can't dissolve the HOA. But I believe these things has to be done after dissolution vote was taken. But has a plan first.
So TH community all parking are on a common lot, correct? every family has designated parking space. How are you subdivide the designated parking lot to individual homes?
Let them vote. Have a full debate and exit plan, listing what will be missing. If they still vote to terminate, so be it. There will be weed, fading paint, broken asphalt, parking disputes, no snow removal, etc etc. If they can't work with HOA in place, they can't work with neighbor without HOA.
This is how Brexit happened. David Cameron keep getting pressure from his party and he knows Brexit is a horrible idea, but his plan was to have a vote, and the vote would be not to leave EU, and he'd have some mandate to say "see vote happened and you'll have to let me work with EU."

有几个房子在一个HOA community，我是HOA的president。最近在考虑是不是要把HOA解散了。
解散的理由：
1. 只收钱不办事，做的最重要的事就是割草。其他砍树、修路、修管道每次都吵的不可开交不了了之
2. 管理公司收20%总收入
3. 要大家报名参加board member很少人报名
4. 问过的所有住户都赞成废掉HOA。需要2/3赞成票废掉，所以票不是问题
不废掉的理由：
1. 没有develop的lot上的草就没人剪了
2. parking lot大家就随便停了
3. 对新盖房子的要求就没人审理了
4. 现在HOA资产要转给别人
