From 1990 on, he has obtained and successfully conducted various government and industry research projects. He has published about 145 technical papers and 400 plus technical reports. Dr. Luo is also listed in 1998-99 edition of Strathmore's Who's Who. He is the co-winner of R&D 100 Awards 2004, 2005 and 2006. Between 2018 and 2021, he served as the endowed Charles E. Lawall Chair for Energy and Environment.
Dr. Luo has developed the theories, mathematical models and a series of a subsidence prediction programs (e.g., CISPM, CISPM-W, CISPM-MS, etc.) which has been proven, through various applications, to be versatile and accurate. He has conducted numerous projects on assessing and mitigating subsidence influences on various residential, industrial and public structures and water bodies. He has conducted various investigations related to abandoned mine subsidence events. He has served as expert witness for many subsidence related issues.
Dr. Luo has conducted various mine ventilation research projects such as coal mine dust, machine noise control, reduction of respirable dust in drilling, coal's propensity of spontaneous combustion, atmospheric composition modeling in sealed mine area and its explosibility assessment. He has conducted a number of ventilation investigations ranging from ventilation network simulation, compliance analysis, identifying cause and location of thermal events, explosibility determination of mine atmosphere.
