If you are pulling in any profit at all, it’s your responsibility to report to the IRS.
If you were just selling from your personal closet (therefore, presumably, taking a loss), you do not have to report — because, again, theoretically speaking, you took a loss on those items.
There is a rule on PayPal that they don’t issue 1099s to anyone who did less than $20k in business. That does not mean that those people that make less than $20k do not need to pay taxes, just that they’re on their own in terms of records.
