求问专业大神

本人由于车祸得到了五千多的“收入损失赔偿”，可是保险公司要从中扣除联邦税和州税（一共一千多）！并且告知没有任何报税用的表格（例如，1099等）。在我追问之下，保险公司代表上报他的经理，然后给我发了邮件：

I spoke to my manager and he advised that since this is insurance settlement, you DO NOT NEED to report it as an income. Insurance settlement are not reportable. That is why we subtract taxes before payments are issued. Because if this was a normal income, you would have to pay taxes on it anyway, and since insurance settlement are not reportable, we subtract it from the settlement.

我就不明白，既然不用报税，为什么还要扣税呢？他们是不是在欺诈？

请问楼主如何得到收入损失赔偿~需要提供那些材料？
