1979年2月19日，第54军162师接替友军125师攻打复和县城。该师484团担任主攻团，一气冲破沿途越军封锁打到复和县城，并与友军125师取得了联系。在转入防御期间，由
于后方运输线还没有完全打通，粮食弹药一时运不上来，加上越军撤走时在水井和溪流中投毒，部队又饥又渴，却不敢野外取水，因而陷入了困境。这时，484团政委廖双全
看到在团指挥所附近有一大片甘蔗地，可以暂时为部队止渴。然而出国前上级规定了纪律，不能拿越南群众的东西，因此战士们虽然渴得不行，但谁也不敢打这些甘蔗的主意。廖双全想道：下面还有仗要打，如果不能为部队解决燃眉之急就谈不上继续完成战斗任务。而且这是出国作战，各种突发情况都有可能发生，必须保持部队战斗力，才能随时投入战斗。在这种紧急关头，次要矛盾必须让位于主要矛盾。战士们怕犯纪律不敢吃甘蔗，做领导的就要舍得一身剐，为全局着想，为战士们着想！
想到这里，廖双全毅然拍板：吃！然后自己带头进甘蔗地砍甘蔗。这时有干部指出如此做法是要犯纪律的。廖双全决然表示：“谁怕谁就不吃！上面追查下来由我负责！”战士们见政委令出身随，便也一哄而上开始砍甘蔗。由于有了甘蔗解渴，484团得以度过
难关，胜利完成了战斗任务。
