DPA sometimes referred to as Non Prosecution Agreement (NPA) 不是 guilty plea （admission of crimes). 也不需要admission of guilt. 控方offer DPA 通常是in exchange for something in return. 孟的DPA里没有 conditions or requirements. 否则一定要在DPA里be clearly stipulated.
Standard DPA 里有acknowledgement of factual allegations as in 孟的DPA. 再有 以下的terms:
During the terms of this Agreement, Meng agrees to do this and that....Every condition must be be clearly spelled out. 孟已回国、还可做什么。
通常DPA最好一段是 This Agreement set forth all of the terms of the DPA between Meng and the DOJ. No modification or addition to this Agreement shall be valid unless they are in writing and signed by the DOJ, Meng, and a duly authorized representative of Meng.
Acting US Atty 的事后remarks完全是台下楷，不得不说的话。 孟的个人案就此結束。Case against Huawei still pending. But who cares!
