让中国为新冠担责修正案被众院外委会排除在《鹰法》之外,史密斯议员寻求全院书面表决

来自新泽西州的共和党籍联邦众议员克里斯·史密斯(Chris Smith)星期四(7月15日)宣布,他将寻求让众议院全院就他提出的使美国公民有权对中国政府在新冠病毒大流行病期间进行的大规模虚假宣传而提出起诉的法案进行书面表决。众议院外交委员会同天晚些时候 通过 了一部旨在加强与中国竞争的法案,但是把史密斯提出的这项修正案排
除在该法案之外。

众议院外交委员会的民主与共和两党成员当天通过书面表决,把史密斯众议院的修正案排除在《确保美国全球领导力和接触法》(EAGLE Act,简称《鹰法》)之外,史密斯随
后提出了在众议院全院就其议案进行书面表决的要求。

史密斯发表的声明说,众议院外委会这次基于党派立场的投票是众议院就是否有权因中国在新冠病毒大流行病期间严重缺乏透明度而对它进行起诉进行的一次“历史性”的首次书面表决。

众议院的投票表决方式除了口头表决以外,还有书面表决方式,包括以电子投票、把投票的卡片提交给记录员和唱名表决的方式进行。任何众议员都可以提出进行书面表决的请求并需要得到至少五分之一的众议员的附议。按照投票规则,给这种投票分配的时间不得少于15分钟,议长或是议事主席有权决定是否给予更多的投票时间。

“迟到的正义非正义,”史密斯议员在声明中说。他在15个月前 首次提出 了一项与他的这个修正案几乎相同的法案。他说:“我们必须了解所发生的事情的真相,以及那些参与其中的人,为那些遭受巨大痛苦的人伸张正义。”

在众议院外委会关于他的法案的辩论中,史密斯呼吁关注中国政府在新冠疫情危机期间的不透明所造成的恶果,包括在全球造成4百万人死亡,其中包括60万美国人。在他的
家乡新泽西州,新冠疫情导致2万6千多人死亡。

长期关注中国人权问题并主持了72场有关中国侵犯人权的听证会的史密斯议员说,“有鉴于中国独裁者习近平和他的政府系统性的不诚实和不透明”,他的这个修正案不仅可以通过法庭诉讼程序获得更多有关中国如何处理疫情的信息,而且还可以为那些因疫情而丧失了亲人以及遭受严重经济损失的人提供急需的救助。

今年5月推出的抗衡中国的法案。众议院外委会星期四按党派划线通过了《鹰法》。

参议院在6月8日以压倒多数通过了旨在抗衡中国的一揽子法案《美国创新与竞争法》(U.S. Innovation and Competition Act)。但众议员们决定另拟自己的版本。
