The significant drop of Tesla stock price on 2/5 before the market close is >10%, clearly a violation of Regulation SHO Rule 201.

Rule 201 – Short Sale Price Test Circuit Breaker. Rule 201 generally requires trading centers to establish, maintain, and enforce written policies and procedures that are reasonably designed to prevent the execution or display of a short sale at an impermissible price when a stock has triggered a circuit breaker by experiencing a price decline of at least 10 percent in one day. Once the circuit breaker in Rule 201 has been triggered, the price test restriction will apply to short sale orders in that security for the remainder of the day and the following day, unless an exception applies.
I am submitting a formal complaint pertinent to a violation of Regulation SHO Rule 201 that was involved with Tesla stock (ticker: TSLA, traded on Nasdaq) on Feb. 4, 2020.
At 3:47PM (EST) on the day of Feb. 4, 2020, TSLA was trading at a price of $961.51, just $7 shy of its all-time high of $968.99. Then, the stock started to drop suddenly and significantly, within a couple of minutes, by nearly $100 or approximately 10.41%. According to SEC Regulation SHO Rule 201 (see below), the circuit breaker should have been triggered.
Rule 201 – Short Sale Price Test Circuit Breaker. Rule 201 generally requires trading centers to establish, maintain, and enforce written policies and procedures that are reasonably designed to prevent the execution or display of a short sale at an impermissible price when a stock has triggered a circuit breaker by experiencing a price decline of at least 10 percent in one day. Once the circuit breaker in Rule 201 has been triggered, the price test restriction will apply to short sale orders in that security for the remainder of the day and the following day, unless an exception applies.
However, it is NOT true that the circuit breaker has been triggered. As an investors of TSLA, I clearly observed that the trading still went on for the remainder of the day of Feb. 4, 2020. Moreover, TSLA stock remained to trade on the following day, Feb. 5, 2020.
It is a clear violation of the SEC Regulation SHO Rule 201. I request the SEC to do the followings:
1. Conduct a formal investigation of this matter. 2. Release the formal investigation report to the general public as soon as the investigation is being concluded. 3. Investigate whether there are possible short selling manipulations during this matter.

I am submitting a formal complaint pertinent to a violation of Regulation

trade on the following day, Feb. 5, 2020.
It is a clear violation of the SEC Regulation SHO Rule 201. I request the
SEC to do the followings:
1. Conduct a formal investigation of this matter.
2. Release the formal investigation report to the general public as soon as the investigation is being concluded.
3. Investigate whether there are possible short selling manipulations
during this matter.

人并不是空头，也和做空无关。
我觉得两种可能：
1. 羊群效应到极值，空头基本溃败光了，没有资金继续助推，自己在重力作用下垮了。
2. 我早晨有贴分析过，有大资金击鼓传花，早就策划好，收线的时间到了。
rule 201激发并不是说不能trade了。只是对short有限制了。你自己手里有股票还可以接着卖，甚至在uptick的时候也可以short
这个sec可以判定
