Being locked out of (unable to access) your Tesla account does not lock you out of your car or keep you from driving.
1. Phone as a key is a paired Bluetooth connection and will still unlock the car. If you have multiple Tesla's you may have an issue as you use the app to switch which car you paired to ATM. I even verified during the outage that though I could not use the app or log in to the website to my account, my car still unlocked when I push the door handle to enter, and locked when I walked away. This is because the car sees the paired Bluetooth connection\key and responds appropriately.
2. Every owner has a fob or keycard(s) as a backup that they SHOULD have with them in case they do have an issue with, break, or lose their phone.

Model S 在后排座椅中间的地板那，需要扒开一截地毯
Model X需要把门上的speaker盖板拆了，再用洪荒之力把门顶开。
