Without Mandate, people just ignore whatever official said and think that's not rule to follow. That's why only Asians wear the mask in Georgia right now.

I'm following the rules you talked about. I'm worried about those people who don't, and what is going to happen.
There is a rule saying that you need to stay in the police station overnight if you are drunk and on the driver's seat. Look what happened to Rayshard Brooks. If we extend this type of police-people interaction to masks, how many similar incident will happen?
Btw, I'm always wearing a mask in public since April, after the Georgian anti-mask law is lifted.

Right now, in Georgia, without mandate, only Asian wear masks regularly even though everyone in government encourages people wear mask. People in Georgia will only follow rules when there is a mandate. Asians is group society. We will do everything for well being of society while American is individual society while individual interest is most important.
If you have a mandate even without strong enforcement, most people will start wearing the mask. That's what happen in city of Atlanta. Even without enforcement, the percentage of people in Atlanta wear masks increase dramatically.
Also enforceable may not need to happen with police. Store can just enforce law. Right now, a lot of stores want to enforce mask but cannot because there is no mandate. There is always going to small hard core no mask people. Just don't allow them going to store. Nobody suggest police should randomly arrest people for no wearing mask.

事后的惩罚不会改变这些人的行事方法。
如果强推一件事，比如口罩、隔离，一定会有人、比例不小的一部分人不遵守，甚至故意违反这些措施。
既然强制，就得有enforcement，就得靠警察。使用假钞、酒后驾车该不该管？警察管
了，结果大家也看到了。
强制措施越多，violation也会越多，最后没有重点，管不过来，大家就更不care这些
强制措施了。打砸抢都管不过来，警察如何管得过来上街不戴口罩的？管不过来最后结果就是警察丧失公信力。
这就像北风和太阳的故事。需要正面引导，而不是强制措施。
