我再重申我的预言，aca-5一通过州里会提供大量根据种族来分的奖学金，不但不cover学费，还要cover生活费。这样才能有效提高种族配额。各个大学根本不是受限于prop 209不招生，而是实在tmd招不到，一旦有了钱就好操作了，大批所谓得到政府funding
