Unless someone can shed more light, I am of the position that pace is being deliberately retarded. In fact, I remember last year DHS tried to move PD ahead in FAD as anticipated CP visa numbers were not consumed at Consulate offices! Wow! In that case, the delta could be even wider. Another glaring number is the number of i-485 approved in Q4-2019 - less than half of running average. Hard to understand this when demand has been excessive in almost all categories.

通过以上数据得出，DOS在19财年一共批准了28492张employment-based绿卡。见附件[

所以19财年一共批准了：104849+28492= 133341张绿卡。19财年14万的
employment-based的绿卡名额被浪费了6659张，而且是在严重backlog的情况下。

首先赞一下楼主耐心汇总DOS的月度数据，不过USCIS的数据应该有一个caveat，那个表的小字写着数据只统计到8月，9月份的没计算在内....
再耐心等等DOS的annual report吧

这个注释和Q3 Report写的完全一样，应该是USCIS工作人员更新数据的时候忘改了。
根据前年Q4的报告标注是截至到2018年11月，可以推断2019的Q4报告也应该是11月的数据。

虽然说法律没有规定名额不能浪费（是的吧？）。但浪费这么多还是可以通过参议员啥的给uscis压力吧?
