DOS的官网上是这么写的： If there are sufficient numbers in a particular category to satisfy all reported documentarily qualified demand, the category is considered "Current". For example: If the monthly allocation target is 3,000 and we only have demand for 1,000 applicants the category can be "Current”.
之前有传言说，排期在12个月之内就是C，这是不对的。

所以，如果USCIS每次都把NBC黑洞里的总数报上来，那demand永远都超过allocation，那永远都C不了
相应的计算可以在文章“我们对2019 2020财年反常EB1排期的解读”里找到，奥本需要积累很久的available visa，直到可以发的总数超过NBC黑洞数，才能给ROW来个
Current。

所以，ROW是不是能爬进12个月的时间窗不重要，关键是ROW能攒够足够的available
visa number直到超过NBC黑洞里的总数。否则，只要USCIS继续拖，DOS只能继续给ROW
排着。说到底这还是个demand / supply的计算，而不是按日子算的，所以完全有可能
进入12个月的区间仍然不C。
