DOS的官网上是这么写的: If there are sufficient numbers in a particular category to satisfy all reported documentarily qualified demand, the category is considered "Current". For example: If the monthly allocation target is 3,000 and we only have demand for 1,000 applicants the category can be "Current”.
之前有传言说,排期在12个月之内就是C,这是不对的。

所以,如果USCIS每次都把NBC黑洞里的总数报上来,那demand永远都超过allocation,那永远都C不了

Current。

所以,ROW是不是能爬进12个月的时间窗不重要,关键是ROW能攒够足够的available
visa number直到超过NBC黑洞里的总数。否则,只要USCIS继续拖,DOS只能继续给ROW
排着。说到底这还是个demand / supply的计算,而不是按日子算的,所以完全有可能
进入12个月的区间仍然不C。
