增加总数(from 140,000 to 156,500)才是解决EB-backlog之道。S386 就是让大家为印度滥用H-1B买单，只有利于印度一国，增加ROW等待时间。
请问你觉得SO是不是来自上一财年未用完的EB类？法律条文看不大懂。下面paragraph 2(B)不知道在执行中是否也指1993财年以后的情形。如果增加的名额来自2(C)，似乎意味着2019财年FB类有大约16500没有发。

EB1类20财年比较乐观，ROW大概率要C，中印会分一部分SO，然后EB1类总体增加了4千多

仔细想了下，似乎应该是根据paragraph 2(C)来自2019财年family based未用完的名额，因为F2A在2019财年current不短的时间。family based年度数量计算条款中也有类似将上一财年eb未用完的名额拿来的内容。2020财年family based名额依然是226000，可能意味着eb在2019发满了。
不知道理解是否正确，请高手指点。

F2A每年限额大约是6150，即使2019年此类别一个也没有用也难以解释多出来的16500的spill over。感觉应该也有其他family based的类别未用完。
还是怀疑eb1在2019年没有发满。

好消息，CSPA欠的卡债在2020财年终于还完了，比以前的估算提早一年完成。
从2021财年开始就不用再扣了1000 EB China的名额了 :-)
