往好的想，收费劝退那些“不申白不申”的申请人（比如说我家），给真正需要等卡上班等卡回国的申请者留出更通畅一些通道。
在USCIS人手持续紧张的这些年，真奇怪他们为什么不早点采取收费措施，而任由combo卡等待时间不断延长申请人等得焦头烂额。真是一群不思进取不关心人民疾苦的官老爷。
