If someone does not cough and wears a mask, the risk of transmission is much smaller than a coughing person.
Please note, the goal here is NOT stop the spread of the virus, but to MANAGE it. The goal is avoid overwhelm the hospital, rather than completely contain the virus (which is pretty much impossible at this point).

The picture you showed earlier show declined is inconsistent with data. What happened is that they backdate some data to earlier date. For example, if there is an increase of 700 cases today, they backdate some cases to five days ago and some cases to four days ago. That's why you see the decline in the curve picture. But in reality, the raw data does not show that decline at all.

I don't think Trump has a clear mind of what will happen as a result. He wanted to "go back to normal", where you can have filled restaurants, filled stadiums for sports and rallies. It simply will NOT happen.
Even with China's draconian measure, it's not possible to completely eradicate the virus. Trump wants to use testing+contact tracing strategy to control the virus. However, if you fill a sport event, you need to contact trace ALL participants since there is almost 100% someone in the thousands of participant is having the virus.
The only way to "go back to normal" is to realize herd immunity. And the least costly way to do so is to protect the elderly and let young population gets the virus as fast as possible without burdening out the hospital system.
Georgia is already prepared for surge hospitals and Governor Kemp is also asking national guards to protect nursery homes.

会爆又怎么样呢？现在爆也不一定是坏事。
明显是，最后大家都是群体免疫，所以总感染数一定，无非就是多长时间达到总感染数。现在至少有个好处，流感是低峰期，如果现在新冠感染的人不多，到了秋天流感再一来，医院会更吃不消。不如现在新冠能感染多少是多少，这样可以降低秋天新冠的感染率。
绝大多数医院没有到爆的地步，连接近都不算，有些医院已经开始furlough了，因为其他的病推迟看，搞的病人总数减少不少。这么搞不对，最后该看的病人还要看，然后新冠也不可能靠现在这个搞法消亡，只是延迟而已。
唯一可以argue的是拖到后面有药。但其实，现在数据已经不少了，致死率对年轻人很
低，尤其健康的年轻人。应该把年轻人都放出来，年老的乖乖呆在家，那里也不去，等年轻的做完群体免疫，年老的再出来，或者等疫苗。怀疑群体免疫估计会在疫苗出来以前就搞完了。

On this issue, I'm with Governor Kemp.
I don't think Trump has a clear mind of what will happen as a result. He
wanted to "go back to normal", where you can have filled restaurants, filled stadiums for sports and rallies. It simply will NOT happen.
Even with China's draconian measure, it's not possible to completely
eradicate the virus. Trump wants to use testing+contact tracing strategy to control the virus. However, if you fill a sport event, you need to contact
trace ALL participants since there is almost 100% someone in the thousands
of participant is having the virus.
The only way to "go back to normal" is to realize herd immunity. And the
least costly way to do so is to protect the elderly and let young population gets the virus as fast as possible without burdening out the hospital
system.
Georgia is already prepared for surge hospitals and Governor Kemp is also
asking national guards to protect nursery homes.
