The career goal of most public employees is to follow the ladder and reach retirement eventlessly so they go away with that full pension.
If they took initiative the upside is limited cos they are on union contracts that r heavily weighted towards years served not contributions made. If they made mistakes while taking initiatives even worse.
On the other end of the spectrum incompetence is rarely punished in the public sector. U can’t fire a public employee because he’s not good at his job at alll. Short of criminal offenses. U can’t fire them.
In the end. The government agencies are filled with incompetent people. Those with least bit of competence and ambition pursue the political route.
