Why he/she thought you are a job hopper? Did you actually change companies often in the past and thus leave an impression? It is not uncommon some hiring managers see less than 2yrs length between job changes as red flag. Just, he or she should reject you directly without mentioning why.
When HR asks for your reference, it is a good sign you are close to the final stage. Even if you don't want to go, it doesn't hurt to have another offer as an extra option. Unless you sign the offer, you have no obligation to go or downside.
