是的，新号码新手机激活的

应该是我激活了esim，提交unlock request的时候用的physical IMEI，所以看上去手
机没有usage.
重新提交后收到unlock邮件了，但是要等两天看看physical的IMEI是不是同时解了，客服说是一起解的

我用eSIM的IMEI重新提交了没问题了，已经解锁

没开封的话不是esim，没开封不能解锁，必须在那个IMEI上有usage才行
