It should be fine. The cover sheet has the case number that will enable USCIS to match up the documents you submitted with your file. I do not see it being a problem.

我刚换单位，最近收到REF 需要提交J表和体检，体检已拿到，J表律师还在做
提问： 需要律师submit J表 + 体检 给USCIS 还是拿到原件我自己 邮寄？

在绝大多数情况下，即使没有附上原RFE信，USCIS还是能处理RFE材料的。你交了Cover Letter，那现在先等等看。

像我上面所述 J表提交后会收到J797 里面一个case #
网上输入后 会显示 fee is wavier ，然后一直到今天早上 变成case is approved
