The bill establishs Directorate for Technology and Innovation in the NSF

Selection rules:
1) Geographical diversity, including considering rural-serving institutions
2) Broaden participation
3) Contribution to domestic manufacturing
4) Consortium evaluated by inclusion of institutions
5) Industry cost-share
6) Protect IP (from being stolen by China)
7) Tech transfer

Regional Tech Hubs

Innovation Institutes: no less than 50% cost-share

划重点： IP CANNOT be shared with foreign entities if funded through the new directorate

Academic tech transfer:
One or more individuals or entities with industry background

到了2026年，这个新的directorate就跟regular NSF一样大了。
