I agree with the 2nd opinion.
you don't get funding because you need it badly - many people need funding badly, but funding agency is not a charity, and can't give it to everyone.
if you have a fund-able score, you don't really have to do anything (because nothing you do will change anything - for better or worse).
but if you really want to hear what PO thinks, wait for the summary statement, go over it carefully, make some notes, then ask the PO for a phone call to discuss the summary statement - about the critiques, scientifically. again nothing you say will likely change anything.
it may matter a little bit if you are in the borderline, in such case, if you can convince the PO the critiques are manageable (or inaccurate), you may be asked to write a 1-page response so that he/she can stand up for you in the council meeting. but there is no guarantee.

Have no idea how NSF works and whether PO considers tenure. POs in NIH for
sure. Sometimes they even ask without you telling them.
