first, you don't need to upgrade your computer every a few years.
the CPU today is barely faster than the CPUs a few years ago (I can say this confidently because I have an array of servers in my lab). The only thing that worth upgrading is the hard drive - upgrade to SSD or NVME, the difference to mechanical drives is day-and-night. If you had a small memory, add a few memory sticks. That's all. If you still feel slow, then it is your OS/software problem, not hardware.
secondly, whether you can buy it or not depends on your budget, but there is a flexibility. I don't know DOD or NSF, but for NIH, you can shift budgets between items (as long as not across categories) without needing prior approval. even you shift between categories if you really need to, that's still not a big deal, write a justification to your PO and ask.
lastly, you should really have a functional discretionary account for your lab.

if they listed in your budget, then it should not be a problem.

几千块钱的服务器也不至于几年就坏了
更大的计算可以到学校超算上做
