2018年秋季换了一个学校，有个R01直到2019四月份才转过来，钱没转过来之前也没敢
招人，现在刚开始招到人，目前还剩将近30万的direct cost没花出去，提交annual
progress report后，NIH要求提供Progress Report Additional Materials (PRAM)解
释原因，其实在提交的annual progress report里已经解释因换学校、转项目招人
delay了，不知道这个Progress Report Additional Materials (PRAM)里还需要提供什么来进一步解释它？是不是需要提供具体将来的budget使用和招人计划呢？多谢！
