请教一个Unobligated Balance问题

2018年秋季换了一个学校,有个R01直到2019四月份才转过来,钱没转过来之前也没敢
招人,现在刚开始招到人,目前还剩将近30万的direct cost没花出去,提交annual
progress report后,NIH要求提供Progress Report Additional Materials (PRAM)解
释原因,其实在提交的annual progress report里已经解释因换学校、转项目招人
delay了,不知道这个Progress Report Additional Materials (PRAM)里还需要提供什么来进一步解释它?是不是需要提供具体将来的budget使用和招人计划呢?多谢!

money. The NIH has to approve it.

My project director even provided me with a sample letter to address the big unobligated balance.

是像budget justification一样,把人员费用和耗材列出来就行了啊?

there is no specific format, it is a descriptive document, 1-2 pages,
including justifications on

1. the reasons for the large unobligated balance (such as delays due to
change of institution or grant transfer, delays in lab development ...)

2. what actions have been taken to minimize the impact to your project

3. how do you plan to spend the balance - ideally, provide the itemized
spending plan (such as recruit a postdoc, purchase an equipment ...), and
why you need those

usually, if you had included detailed justifications in Sections F.2 and G.
10 of your RPPR, you might have less chance to get request like this.
