这3个条件如何理解？是说，满足1） 或者同时满足 2）和3）。还是说，同时满足1）2）3）呢？
那现在在美国的，并且持有有效h visa的人，现在离开，然后在visa expiration
date之前，都是可以回到美国。因为，这类人不满足1） 也不满足2）。
大概模糊的理解来自于，effective date只指6/24这一天，还是6/24到12/31的每一天
？
6/24这一天。同时满足1）、2）、3）。就是说，3个里任何一条不满足就可以入境。所以，如果6/24在美国，就算没有有效签证，可以离开美国，去签证证回来。或者，就算6/24不在美国，但是6/24有有效签证，可以来美国。那如果你6/24在美国，并有有效签证，那就更加可以离开美国和回来，没有问题。
