The attorney I consulted said it's safe to use FR to submit 485 other than nothing...say, if you submitted the J1 waiver, and then submit 485 right away it's risky.
On the 485 form there is a question: Have you been granted a waiver or has Department of State issued a favorable waiver recommendation letter for you.
Exchange Visitors If you are or were a J-1 or J-2 nonimmigrant exchange visitor and are subject to the 2-year foreign residence requirement of INA section 212(e), you may not apply to adjust status unless you have complied with the foreign residence requirement, have been granted a waiver of that requirement, or were issued a favorable waiver recommendation letter from U.S. Department of State (DOS).
So I guess FR is okay for the purpose of filing 485..

之前发过时间线，11月26日发出NOL，然后12月2日DOS收到了NOL。
到今天已经过了两个多月了，我看了很多很多时间线，有的几天就FR sent，有的一个
星期，有的几个星期，我这么久了还是没任何消息。哎，每天满怀希望打开查询网站，然后失望地关掉，不知道有没有同病相怜的朋友。
这个月再不发我就要回国了

隔壁1月收到NOL的都sent了。。
刚刚查到，我的FR终于发出了。洛杉矶时间2月13日晚上11:15，查到2月13日，FR sent。但愿你们的也尽快发出。

可以提交了，但是这是下下之策，如果不着急可以等豁免完成再提交，哪怕是走PP，也比用FR提交保险。

我的grace period马上到期了，HR，律师，老板商量最终同意用FR提交H1b，但是肯定
会被RFE要求补交I-797A。被RFE总比回国好一些，现在的疫情，回去了都不知道什么时候能回来。找议员联系移民局，希望USCIS能尽快审批，只要月底之前能approve，就可以H1b PP了。这样是最保险的。仅供参考。

DOS寄FR的回邮信封有没有用UPS或者FedEx overnight的？
