就是每年都是以1月1号的home value 作为这一年的税基。这之后你的房子价值涨了还是跌了都不会改变这一年的assessment value 了。楼主的例子就是极端情况。如果到明年1/1 好还没有重建好,明年的assessment value 就会很低,哪怕你1/2号就建好了。如果房价一直涨,理论上是homeowner 占便宜的。

不是地税高低的问题,是觉得这样的法律太可怕了。房子都不能住了少交点至少还说得过去,按全额缴完全就是抢钱了。
不清楚德州如何操作,理论上应该允许屋主argue, 当年减掉一部分。 不过可能也便宜不了太多,毕竟很多地税大头在地上 - 至少我们70%-80%在地上。
这就是这个税法的邪恶之处啊,正常人肯定得走保险去重建或修理房子了,明年再申请抗税说不定要缴更多了。但是这一年肯定住不了得租房,保险也不会cover你所有重建的费用,然后还要缴全额高额地税。三重暴击。 你的房子第二天就不能住了,为什么仍然要为今年剩下来的364天按房产没有被烧之前的价值交税?难道不是12/31定税基更合理吗?这个楼里就有好几个以为这个税基是针对上一年的。
