I have supervised a number of managers who supervised other people (and some of these people also supervised staff). One thing I didn’t like was a supervisor who only relayed problems back to his or her boss. I called this behavior as ‘reverse delegation’. If this is within your scope of responsibility deal with it. If you think the problem could become complicated and there is a chance that it would be bounced up to your boss, then report it to give your boss a heads up but also with your own suggestions. Never ever just report and wait for your boss to come up with solutions.
