我的理解是每个人都应该有due process 和 basic right 不管是公民还是外国人。 但是美国公民有很多在美国的外国人没有的privilege. 外国人在美国也可以享受一些basic right之外的privilege。合法呆在美国就是一种privilege，所以你可以看到外国人会被取消移民身份直接驱逐出境， state department 就可以这么干。对付非法移民就手段就更多了。
