If the WTO collapses or becomes irrelevant, the U.S. still has powerful tools to shape global trade — but it’ll need a smart, strategic approach. Here’s what the U.S. can do (and arguably, should do) in a post-WTO world: ⸻ 1. Build a Trusted Trade Bloc (“Friends First”) The U.S. can lead a “trust-based trade alliance” of democratic or like-minded economies — a kind of WTO alternative with real enforcement and shared standards. • Include allies like the EU, Japan, South Korea, Canada, Australia, etc. • Add India, ASEAN countries, and parts of Latin America willing to follow clear rules. • Base trade not just on efficiency — but on security, values, and resilience. This would strengthen supply chains, reduce dependence on China, and set high-standard rules for labor, environment, digital trade, etc. ⸻ 2. Expand and Modernize Bilateral & Regional Deals With no global framework, the U.S. would double down on regional trade agreements, but with modern rules that reflect today’s economy: • Push for digital trade deals (with rules on data flow, AI, cybersecurity) • Update NAFTA/USMCA-style agreements with climate and supply chain rules • Negotiate new deals in Africa, Indo-Pacific, and South America — not just for economic gain, but for strategic influence ⸻ 3. Use Domestic Strength for Global Leverage America still has the world’s largest consumer market. It can use access to its market as leverage to demand fair treatment: • Reward countries that open their markets and follow rules • Impose targeted tariffs or investment restrictions on bad actors • Set global standards through U.S.-led innovation and regulation (e.g. on green tech, digital trade) ⸻ 4. Reform the Global Trade Narrative The U.S. can lead by pushing a “fair trade” model, not just “free trade”: • Enforce anti-forced labor, anti-dumping, and climate protection rules • Support domestic resilience (CHIPS Act, clean energy manufacturing) while still engaging globally • Sell a new trade vision that benefits workers, not just corporations ⸻ 5. Create New Dispute Systems with Real Teeth Outside the WTO, the U.S. can push for enforceable dispute mechanisms in every trade agreement — with: • Fast timelines • Automatic retaliation if rules are broken • Public transparency to build trust and legitimacy This would avoid the WTO-style delays and toothlessness we’ve seen in recent years. ⸻ Bottom Line: If the WTO ends, the U.S. has a rare opportunity to rebuild the global trade system around fairness, trust, and strategic alignment. But it’ll need: • Strong leadership, • Long-term commitment, • And a balance between global engagement and domestic investment.
