那加州（州内产出的）联邦税要不要交给federal？总不能是加州必须要交联邦税给federal，federal不给加州funding？

专款专用啊。federal给加州的钱是给合法居民的，你挪用到其它的地方，federal当然可以叫停。
还是那句话，要当圣母给非法移民钱，请自己掏腰包。
那不就得了，你还是得给加州funding。给了funding后，怎么用，给不给非法移民，这不是加州州内自己的事？这不是州权范畴？除非加州要funding的时候就是上报说只给加州州内的合法居民用，你federal给funding的时候也是规定只给加州州内合法居民用。不然federal哪里能管得到加州到底怎么用这个funding？
