这个必须是社会福利承担。 因为没有人想得罕见病，罕见病患者也有得到治疗的权利。 但我讨厌的是孕期明知胎儿有病却要拼死生下来给社会造成负担的人
能得到救助的前提，是知道如果救助，又引出另外一个问题：应不应该花数十亿研究一些非常罕见的病，比如说人群中百万分之一的发病率。
钱和其他资源一样有限，用在这里那边就没了。

10,000 rare diseases， 如果做研究，每种都要几十亿打底，算一算一共多少，有人愿意交80%的税去支持吗？一定有限度的。
罕见病是某一种病罕见，加起来可不少，大概总和会超过5%。如果每种病都开发出来一个治疗，那绝对不便宜
