Under the new doctrine, Russia would consider using such weaponry if it — or allies — were met with “with the use of conventional weapons that created a critical threat to their sovereignty and (or) their territorial integrity.” The new stance comes after President Joe Biden allowed Ukraine to use U.S. weapons to strike inside Russia.

而且如果普金对侵入俄领土的乌克兰军使用核武也没啥大毛病， 在自己领土上使用核武还不行吗；不过这样也太丢人名声也坏了，常规打不过用核弹
