I live in GA, the basic eligibility is You think you are pregnant You are a child or teenager Your are age 65 or older You are legally blind you have a disability (I don't think he qualify for disability since he/she is recovered) You need nursing home care. 政府也不能强迫保险公司参与在平台上卖保险。所以某些地方平台上没有好的plan在卖也是有可能的。

最后一句是错的,差别大了去了,并不是所有的plan都要拿去aca marketplace卖。
随便举个例子,公司group plan可以买到Aetna 的nationwide ppo, 这个plan在Obamacare/aca marketplace至少德州加州佛州都不卖的,政府不能强迫它卖这个plan。
BCBS ppo 在德州aca marketplace不能买(只有hmo);在加州的aca bcbs ppo是州内的ppo,不可以跨州使用nonemergency--比如如果加州的被保人想去纽约看msk 或者去德州看MD Anderson, 就不可以用加州的ACA的BCBS ppo.如果愣要用,一分钱都不报销.但是如果是公司的group plan 的BCBS ppo California, 就可以全国用,不仅限于加州。
说来说去,就是group plan (和cobra)有好有坏,但是Obamacare plans 一般比较差,好的plan经常买不到。解决方案就是开个1-2人的小公司买group plan,或者忍了那些个差plan,或者去申请medicaid.

纽约不清楚,如果想要买Obamacare 底下的nationwide (不仅仅州内) ppo plan, 这个在加州和德州都不可实现,在佛州可以实现但是也只有一家公司卖,如果过几年它不卖了,那佛州这个方面也不行了。
人家保险公司在某些州的aca marketplace不卖某些个plans , 又不能逼着它卖。

obcare只看taxable income不看资产
