这个不是拜登禁止的吧？这是HIPPA的部分，没有法官授权，警察去医院也拿不到医疗记录的。但是看起来Vance是很想改变这个现状。
如果，一个育龄女性几个月没有月经，就被默认怀孕？十个月之后没有娃出来，就默认杀人罪？这个想想就匪夷所思啊，我这个不惮以最大的恶意揣度他的人，都觉得不寒而栗啊
